Dr. Hala S. Abdelkhalek, DPA is a distinguished public administration scholar, strategist, and reform leader with over 30 years of experience across government, civil society, healthcare, and international development. A pioneer in embedding mental and brain health into governance, she has shaped policies and institutions that advance inclusive development across Egypt and the MENA region. As the Founder and Former Minister of Egypt’s National Council for Disabilities Affairs, Dr. Abdelkhalek was instrumental in securing nine constitutional articles safeguarding disability rights and drafting the landmark Disability Rights Law (Law 10/2018). She has worked with ministries and global partners to align Egypt with the UNCRPD, embedding inclusion in policy, healthcare, and education. Beyond government, she founded the Wayana International Foundation for Inclusion, the 360 Clinics for Brain and Mental Health, and co-founded the Federation of Egyptian Associations for Intellectual Disability, advancing advocacy, clinical innovation, and community empowerment. Her doctoral research in public administration positioned her globally at the forefront of linking cognitive resilience, leadership, and governance effectiveness. Today, Dr. Abdelkhalek continues to advise internationally as a thought leader, bridging strategy, neuroscience, and social justice to build more inclusive and sustainable systems.
